Job Description

Summary:
Under the direction of the Associate Director (AS), the Program Supervisor (PS) is responsible for the overall functioning and productivity of the Ho’owaiwai Kaiāulu Home Visiting and Outreach and Resource Specialists (OARS) teams. The PS duties may include, but are not limited to, assessing the families’ risk factors, assigning cases to referring home visiting programs, monitoring quality assurance duties (including fiscal management), compiling data for required reports (Monthly, Quarterly, Annually), and ensuring timely provision of services, e.g. following Parents As Teachers (PAT) model, screenings, home visits, group connections, community referrals, etc.
Supervisor Responsibilities:
1. Reviews all OARS screens and referrals.
2. Assigns families to appropriate home visiting program (such as Ho’owaiwai Kaiaulu Home Visiting (HKHV), Early Head Start or Keiki O Ka Aina) based on the families’ geographical, Maternal, Infant, Early Childhood Home Visiting (MIECHV), and 15-point screens.
3. Confirms disposition of families referred to home visiting services and other resources the team may have provided to a family.
4. Ensures the team’s screens, home visits, and other contacts are accurately documented and entered into designated database systems.
5. Ensures the team members have completed required trainings.
6. Provides reflective supervisory guidance and support to HKHV and OARS team members.
7. Compiles data for required reports to funders or accrediting/monitoring bodies, e.g.
Monthly, Quarterly, and Annual Reports.
8. Attends PAT model required meetings.
9. Attends agency Council on Accreditation (COA) and PAT model required trainings.
10. Ensures that staff members have materials and training needed to perform all aspects of work.
11. Conducts monthly and quarterly participant record reviews and other Performance Quality Improvement (PQI)/Quality Assurance Plan or Continuous Quality Improvement (CQI) activities and maintains required data collection for projects, including information for monitoring reports.
12. Reviews screening information and ensures that any case which may involve “imminent harm” or “threatened harm” is referred to Child Welfare Services (CWS).
13. Ensures all contractual requirements are met, including defined service activities, target group numbers, and designated participant assessments.
14. Attends staff meetings and participates in agency in-service training and other meetings as required.
15. Oversight of HKHV and OARS services including the following:
a. Psychosocial needed interviews of families during the perinatal period to determine if
families are in need of extra supportive services;
b. Community outreach within the geographic areas;
c. Appropriate referrals to community resources;
d. Advocacy for participants as needed; and
e. Other short-term direct assistance for participants as needed.
16. Performs other related duties as assigned.

Qualifications:
To perform this job successfully, an individual must be able to perform each essential duty

Education and/or Experience:
The minimum staffing requirements are as follows:
a. Master’s degree and two years of experience in Social Work, Clinical Psychology, Nursing or Counseling; OR Bachelor’s degree and three years of experience in Social Work, Clinical Psychology, Nursing, or Counseling. Other degrees in similar/related fields may be considered based on degree and related experience.
b. A solid understanding of and experience in managing staff, as well as motivating staff and providing support to staff in stressful work environments.
c. Administrative experience including experience in quality assurance/improvement and program development.
d. Knowledge of infant and child development and parent-child attachment.
e. Experience with family services that embrace the concept of family-centered and strength-based service provision.
f. Knowledge of maternal-infant health and dynamics of child abuse and neglect. Experience in providing services to culturally diverse communities/families.
g. Experience in home visitation with a strong background intervention services to the 0-3 age population.
